The Situation

During recent large-scale weather events, Emergency Operations Centres identified a critical gap in their capability: no reliable way to produce safe drinking water when pipes, plants, and roads all failed at once.

Welfare centres were forced to ration bottled water. Isolated communities waited on helicopter drops. The response model was slow, expensive, and fragile. The region needed a self-contained water system that could be thrown on the back of a ute or under a Hughes 500 and start making safe water immediately on arrival.

The Solution

LEDI engineered a two-tier emergency water system combining ultra-mobile Troop Units with high-output Urban Response Kits. The four Troop Units were built as complete grab-and-go packages—portable desalination, hoses, tanks, UV, and distribution gear—packed in rugged cases that can be deployed by Hilux or Hughes 500 helicopter. Each system runs on vehicle battery, generator, or solar, with simple controls so any trained responder can operate it.

For urban-scale outages, LEDI supplied two trailer-mounted Urban Response Kits built around 1,000 L/hr Garrison units. Each trailer includes bulk storage, pumps, UV sterilisation, lighting, and all fittings for sustained operations. In trials, responders connected directly to seawater and produced drinking water in minutes, proving true zero-notice activation. Together, the systems deliver flexible, off-grid water capability for remote communities, hospitals, and large response hubs.

The Outcome

The new system has significantly strengthened regional disaster readiness. Troop Units now sit at the EOC ready to deploy within minutes, allowing responders to reach isolated communities by road or helicopter and produce safe water immediately—removing reliance on bottled-water drops and tanker convoys. The units have already proven vital in scenarios where slips, road cuts, or bridge failures isolate small settlements.

The Urban Response Kits provide high-volume support for city outages, delivering 2,000 L/hr to hospitals, shelters, and welfare centres. Their ability to produce thousands of litres per shift from seawater or contaminated supply ensures continuity of essential services. By decentralising water production, emergency managers now have faster activation, reduced logistics burden, and far greater confidence that safe drinking water can be maintained during any major event.

Designed for Real Deployments

Troop Units are built into rugged, portable cases with tanks, hoses, and filtration bundled as one grab-and-go package. They ride in the tray of a Hilux or sling under a Hughes 500 and are sized for quick loading, unloading, and setup in rough conditions.

Zero-Notice Activation

Systems are pre-packed and stored at readiness. When an event hits, teams roll out, connect to whatever water is available – river, floodwater, or seawater – and begin producing drinking water within minutes. No installation, no construction, no waiting on third parties.

Simple to Operate

Controls are intuitive and supported by laminated quick-start guides. After a short briefing, responders and welfare-centre staff can safely run the systems, freeing scarce technical specialists to focus on other parts of the response.

“With the Troop Units and Urban Response Kits, we’re no longer waiting on bottled water and tankers. If roads are gone, we fly a unit in. If a city main bursts, we tow the trailer and start producing thousands of litres an hour. It’s completely changed how we handle water in a major event.”
